When should the training needs analysis happen?

As soon as the solution design is signed. The task inventory depends on designed processes, and the findings must land early enough to shape materials, environments, and the training schedule before cutover planning hardens.

Who should own the TNA?

The change or training lead owns the method and the plan; business process owners own the truth of the task inventory for their areas, and audience owners own readiness for their groups. The project manager integrates its dates and risks into the master plan.

How is a TNA different from a training plan?

The analysis is the evidence: tasks, audiences, starting points, and behavioural gaps. The plan is the response: methods, materials, owners, and dates. Skipping the analysis produces a plan built on assumption.

What about employees with no regular system access?

They are an audience with a constraint, not an afterthought. The assessment step should surface device, location, and language realities for frontline populations, and the plan should answer them — kiosks, mobile access, supervisor-assisted routes — before go-live, not during it.
