Because drivers vary too much: modules, countries, integrations, data quality, history and change scope move effort independently of headcount. A per-employee figure hides them all, so it misleads in both directions.

Change, training and internal time, because much of it never appears on an invoice. Data migration is a close second: its cost depends on quality and ownership that are invisible until profiling is done.

How much contingency should an HCM implementation budget carry?

There is no universal figure that can be stated responsibly. Size contingency against the named risks in your own programme — data quality, integration unknowns, decision speed — and reduce it as those risks are retired with evidence.

When should the budget be re-forecast?

At every phase gate, and whenever a driver materially changes: scope additions, integration discoveries, data findings or capacity changes. Re-forecasting is a governance routine, not an admission of failure.
