How long should a data freeze last?

As short as the cutover honestly allows: long enough to cover the final extract, its validation, and the conversion it feeds, sized from the runbook's timings. Windows stretch when scope is undecided; decide scope first and duration usually shrinks.

What happens to a new hire who starts during the freeze?

Whatever the scope document says — which is why new hires belong in it explicitly. Common patterns are to hold the record for entry directly into the new system, or process it as a logged exception. Either works; an undocumented improvisation does not.

Who should approve freeze exceptions?

A named owner with the standing to judge urgency — typically the payroll or HR operations lead for the affected population, with the cutover lead informed so the log stays complete. In cross-border programmes, name the approver per jurisdiction.

What if the freeze is breached?

Treat it as a controlled event, not a crisis: identify the change, decide whether the extract must be retaken or the change carried as a logged exception, record the decision, and notify the verification owners.
